Open as an administrator on the machine connected to the internet. Navigate back to your original installer directory.
: Try replacing the installer components in the offline layout. Rename the vs_installer.opc file to vs_installer.opc.rar . Extract this RAR file, navigate inside, find a folder named Contents , and rename it to Installer . Copy this new Installer folder to C:\Program Files (x86)\Microsoft Visual Studio\ , overwriting existing files. Then, run vs_setup.exe again.
If the installer hangs on "Downloading...", verify that you included the --noWeb flag. If you missed a workload during the initial creation step, the installer will attempt to fetch it from the web.
