Developing software in highly secure, air-gapped environments, or dealing with unreliable and metered internet connections, presents unique challenges for developers. For these specific scenarios, relying on a web-based installer is simply not an option. Fortunately, Microsoft provides robust mechanisms to create a , allowing you to download all necessary packages once and deploy them to multiple machines without an active internet connection.

Open as an administrator on the machine connected to the internet. Navigate back to your original installer directory.

: Try replacing the installer components in the offline layout. Rename the vs_installer.opc file to vs_installer.opc.rar . Extract this RAR file, navigate inside, find a folder named Contents , and rename it to Installer . Copy this new Installer folder to C:\Program Files (x86)\Microsoft Visual Studio\ , overwriting existing files. Then, run vs_setup.exe again.

If the installer hangs on "Downloading...", verify that you included the --noWeb flag. If you missed a workload during the initial creation step, the installer will attempt to fetch it from the web.
